People Operations Manager – Regional HR Shared Service Center

About the role

Tencent's S3 HR and Management Line offers productized HR services and marketized management to support the company's organization, talent and culture. This People Operations Manager role establishes and runs a Regional HR Shared Service Center (SSC) that delivers full HR lifecycle operations across more than 20 countries in the APAC, Europe and MEA regions.

Key responsibilities

• Set up and run a regional HR Shared Service Center covering onboarding, off-boarding, internal transfers, employee inquiries, benefits and global mobility.
• Define the regional operation strategy aligned with the global SSC strategy and build, coach and lead a professional, efficient, service-oriented SSC team.
• Centralize core HR processes in the SSC, set unified service standards and operating specifications, and monitor process efficiency and regular adjustments.
• Supervise HR operation compliance and legality under labor laws and industry supervision to avoid employment risks.
• Oversee daily service quality and efficiency, and continuously improve service levels and employee satisfaction.
• Take part in global HR digitalization projects, system construction and iteration to raise SSC service quality and efficiency.

Required profile

• At least 10 years of HR experience, with 5+ years in HR Shared Service Center management; setting up an SSC is preferred.
• Experience managing a large team delivering HR shared services in a high-growth environment is preferred.
• Bilingual communication (English and Mandarin) with international stakeholders and China HQ teammates is a big plus.

Required skills

• Familiarity with APAC and European HR policies, systems and processes, and labor laws and regulations is preferred.
• Leadership, business partnering, problem-solving, critical thinking, coaching and project management skills.
• Process optimization and digitalization, and excellent cross-cultural, cross-border communication.
